State of the Environment Report

25 October 2020

CAR provided extensive comments in response to the air quality scoping document for the State of Environment report generated by the Federal Department of Agriculture, Environment, Water. CAR research and data were used extensively throughout the final report

Royal Commission Issues paper: Health arrangements in natural disasters

29 June 2020

Select organisations provided submissions to an issues paper as part of the Bushfires Royal Commission. Our submission recommended: standardising reporting of air quality by adhering to set reporting requirements; improving public health messaging to be consistent and accessible; and prioritising research in particular areas regarding bushfire smoke

Inquiry into the 2019-20 Victorian Fire Season

The Victorian Inspector-General for Emergency Management undertook an inquiry into the Victorian 2019-20 fire season. Our submission outlined the health impacts of bushfire smoke, the need for clear air quality information and public health advice, as well as ambitious action on climate change

NSW Independent bushfire enquiry

27 March 2020

In January 2020 the NSW Government commissioned an independent expert inquiry into the 2019-20 bushfire season to provide input to NSW ahead of the next bushfire season. Our submission included recommendations on the need for clear air quality information and public health advice, as well as ambitious action on climate change

Health impacts of exposure to poor levels of air quality resulting from bushfires and drought

13 March 2020

Following the Black Summer 2019/20 bushfires, a NSW parliamentary committee was established to determine the health impacts of bushfire smoke. We outlined the known health impacts of bushfire smoke, recommended action on climate change and extended an invitation attend the CAR Landscape Fire Symposium later in the year. CAR was invited to give evidence at the hearings following our submission.

National Environmental Prediction System (NEPS)

31 January 2020

As part of the 2016 National Research Infrastructure Roadmap it was identified that investment was needed to establish a National Environmental Prediction System (NEPS). We provided a submission to a scoping exercise for the NEPS. In our submission we supported the establishment of NEPS and recommended consultation with stakeholders; the development of an online platform; the inclusion of an atmospheric prediction component; and the inclusion of a health component to model human exposure to environmental conditions

Electric Buses for Regional and metropolitan public transport network in NSW

20 December 2019

We provided a submission to a NSW inquiry looking at the benefits of electric buses and barriers to their wider use on city and country public transport fleets. CAR supported the replacement of conventional buses with electric buses but cautioned against the use of electricity generated from fossil fuels

Inquiry into sustainability of energy supply and resources in NSW

13 September 2019

The NSW Parliament undertook an inquiry looking at the  capacity and economic opportunities of renewable energy, including for workforces, industries and the wider economy impacted by COVID-19. CAR argued the need for health considerations in existing policy processes and research programs; the completion of HIA alongside LCA; and toxicological assessment of biofuels. CAR was called on to give evidence at the inquiry's hearing.

Changes to Air quality standards for ozone, nitrogen dioxide and sulfur dioxide

02 August 2019

We provided a submission to the review of the National Environment Protection (Ambient Air Quality) Measure (AAQ NEPM) standards for ozone, nitrogen dioxide and sulfur dioxide. We outlined numerous recommendations including the removal of allowable exceedances; 10-minute and 24-hour average SO2 standards; recommended values for annual and 1-hour NO2 standards.

Queensland Draft Waste Management and Resource Recovery Strategy

05 April 2019

Our recommendations included the adherence to the waste management hierarchy and the need for environmental impact assessments on a case-by-case basis

Updating the 2009 National Waste Policy: Less waste, more resources

5 October 2018

We provided a submission to the Federal Environment Department's review of the 2009 National Waste policy. We supported the use of the waste hierarchy for decision-making and argued that the health impacts of waste-to-energy processes need to be considered during decision-making

National Pollution Inventory (NPI) Review

10 August 2018

CAR provided a submission to the discussion paper underpinning the review of the NPI. We supported a national inventory with a consistent approach over independent inventories, recommended the NPI emphasise health in the context of environmental quality, and suggested several improvements for policy development

Select Committee on Electric Vehicles Terms of Reference

27 July 2018

On 27 June 2018 the Senate established the Select Committee on Electric Vehicles to inquire into the use and manufacture of electric vehicles in Australia and called on submissions to its Terms of Reference. CAR argued that the human health impacts of electric vehicles need to be analysed within the wider context of the changing mobility and transport landscape of Australia. CAR  was called upon to provide evidence at its hearing.

Victorian Clean Air for All Statement

29 June 2018

CAR provided a submission to Victoria's Air Quality Statement. Our recommendations included reduction of fossil fuel power generation, a substantial increase in capabilities for real-time measurement of air pollution, and a widespread education campaign

Proposed national approach to product stewardship action on environmental impacts of products

04 May 2018

Our submission to the Federal Department of Environment's consultation on its national approach to product stewardship supported a process that allows assessment of the impacts of products throughout their lifecycle and, if appropriate, the design and implementation of mitigation strategies to minimise these impacts. CAR also supported the cross-jurisdictional nature of the proposed process and industry engagement in impact mitigation.

Better fuel for cleaner air draft regulation impact statement

10 March 2018

We provided a submission to the Federal Department Environment and Energy's review of it's draft Regulatory Impact Statement relating to fuel standards. We recommended the implementation of regulations that result in the greatest reduction of emissions.
